Summary of the Quality Management Division’s Activities on the

State Board for Roads and Bridges:

 

Setting up the time plan for the stages of the process rehabilitation on the quality management system after determining the works to be executed by the Board’s Quality Management Division and the works to be executed by the technical committee formed pursuant to the Ministerial Order No. 1351 on 16/01/2011. It has been sent to the Ministry / Central Ministerial Committee on Quality Management pursuant to our letter No. 4731 on 07/03/2011.

  1. Setting up the quality policy, after amending it.
  2. Setting up the Administration’s review procedure, after amending it.
  3. Setting up the documents control procedure.
  4. Setting up the internal communication procedure.
  5. Setting up the customer complaints procedure. Setting up the quality objectives.

These executed works were sent to the Ministry / Central Committee on Quality Management pursuant to our letter No. 2372 on 03/02/2011, as stated in the monthly report on the executed works for January.

  1. Amendment of the documents control procedure.
  2. Amendment of the quality objectives (general + divisions specific)
  3. The procedure of efficiency, training and quality,

These procedures were sent to the Ministry pursuant to our letter No. 6119 on 24/03/2011 within the executed works for March.

  1. Setting up the procedure of maintenance and upkeep of the infrastructure.
  2. The procedure of human resources management.

These procedures were sent to the Ministry pursuant to our letter No. 7787 on 11/04/2011 within the monthly report on the executed works for April.

  1. Setting up the functional description manual of Board’s headquarters and the following directorates (al-Basra, Meesan, Thi Qar, Al-Muthanna, Karbala, Al-Najaf).
  2. Setting up the Divisions’ responsibilities and powers manual.
  3. Setting up the procurement procedure, which was attached to our letter No. 14112 on 21/06/2011 sent to the Ministry.
  4. Setting up the customer satisfaction procedure.

It was sent to the Ministry pursuant to our letter No. 11307 on 22/05/2011 within the monthly report on the executed works for May.

  1. Setting up the internal auditing procedure and the corrective and protective action procedure, sent to the Ministry pursuant to our letter No. 14668 on 29/06/2011.
  2. Setting up a research on the application of the quality management standards on the bridges maintenance projects in Baghdad, according to ISO 10006, Case Study in the Diyala New Bridge Maintenance Project. It was submitted to the 1st Scientific Conference on Quality held at the Administrational Technical College. This research of the Researcher Hussein Faisal Rishag, a division’s member, with a number of set up researches, were sent to the libraries of all Ministries, in the form of folder containing the proceedings of the College’s 1st scientific conference. The quality division has been notified therewith, pursuant to the letter of the Ministry / Studies Department No. 10652 on 18/04/2011.
  3. Setting up a worksheet titled Description of the International Social Responsibility and Accountability / Prospective and New Trend, submitted to the Administrational Technical College / Baghdad, as participation from the Quality Management Division, by the Researcher Hussein Faisal Rishag, a member of the Division, in the scientific seminar organized by the Quality Researches Unit at the College, titled Code of Ethics and Social Responsibility: Their Role in supporting the total quality in the organization.
  4. The worksheet was sent to the Administrational Technical College pursuant to our letter No. 11201 on 22/05/2011. The seminar was held on 26/05/2011.
  5. Setting up data analysis procedure, sent to the Ministry pursuant to our letter No. 16155 on 07/07/2011
  6. Starting the application of the quality management system at the Board’s headquarter, through directing all departments and divisions to execute the work procedures of the system which were distributed to them.
  7. Nominating members from the Board (quality coordinators) from each department and division to follow up the application of the work procedures of the systems and organizing training courses on total quality management for them at the administrational technical college, for two weeks.
  8. Setting up product investigation procedure and nonconforming-product control procedure.
  9. Setting up the quality manual, sent to the Ministry pursuant to our letter No. 18039 on 18/12/2008.
